MOTION: 

Based on the direction of the State Parks Board meeting 28 FEB ‘08 to commence the Master Planning process plus their advisement that this must be a comprehensive plan, I move to set the expectations for said Master Plan to include at a minimum:

1.     Creation of a citizen’s advisory committee which will be a synthesis of all stakeholders.  At a minimum committee membership should be composed of El Paso county OHV users,  property owners from the Corral Bluffs area, representative property owners from the Falcon area and eastern El Paso county area, the CoBA (Corral Bluffs Alliance, formerly Corral Bluffs Improvement and Preservation Association), the Sierra Club, the Trails and Open Space Coalition, specialists in areas of land surveying, paleontology, archeologically, Western history, geography, traffic engineering, financial planning, legal planning, land planning, environmental and ecological sciences, law enforcement and parks monitoring, OHV trail planning, reclamation, emergency services, hydrology, and geology.   

2.     Meetings will be openly advertised in the Gazette at least a week prior meeting.  These meetings should occur at least twice a month.  The focus/agenda/purpose of these meetings will be to:

  1. Establish/document Master Planning acceptance criteria and risk process
    1. Identify alternative sites & establish sites study details/criteria
    2. ROI weighted criteria established at on-set of process
  2. Establish criteria for the selection and development of an OHV park
  3. Establish mechanism to incorporate public comments into the Master Plan  

3.     Ensure that the Master Plan product includes as least these aspects:   

-    Vision Statement

-    Risk Assessment and Return on Investment(ROI) summary

- Liability aspects for ELC Parks

- Liability study for Corral Bluffs neighborhood

-     Documentation references and updates necessary for affected county planning documents

-    Problem Statement & Needs Assessment

-    Plan Goals & Policies/Procedure guidance

-    Summary of citizen advisory committee meetings

-    Master Plan Alternatives

- Acceptance criteria for each of these areas:

- Vegetation & Wildlife

- Wildlife corridor assessments

- Unique vegetative communities

-   Environmental Criteria

- Air Quality studies/limits

- Water Quality studies/limits

- Watershed studies

- Topography / Flood Hazards

- Fragile Geologic features

- Hydrology studies

- Soil Maps

-  Visual Inventory

-  Wetland survey

-  Archaeological & Cultural Investigations

-   Prehistoric / Archeological

-   Historic Resources Map

-    Noise studies/limits

-    Noise Abatement Criteria

-    Plan Implementation

-     Zoning

-    Other Agency Coordination

-     External emergency Services support

-     Transportation/HWY changes

-    Community & Business Survey

-    Regulatory Buffer

-    Population Trend Maps

-    Currently approved development plans on adjacent property

4. Citizens advisory committee will make recommendations to El Paso County’s Parks Board and Board of County Commissioners.  This recommendation must be a synthesis of all pertinent data that will result in an update of relevant goals, policies, classifications and standards related to the delivery of parks and programs for El Paso County and should be result of a process which:

-    Is inclusive of all stakeholders

-    Emphasizes the consensus process of citizen advisory committee

-    Results from a process conducted with unbiased oversight

-    Produces a consensus driven Master Plan proposal with aspects from point criteria above

-    Is based on weighted criteria defined at outset

-    Has clear objectives and decision criteria

-    Has a multi-dimensional criteria matrix

-    Is documented in the final Master Plan presented to State Parks Board
